We have been made aware that some customers using "Apple Pay" or "Apple" branded cards, as well as Chase Pay, get an incorrect labeling of our service fee as originating from “ICI” rather than the City of Huntington Beach.

The City of Huntington Beach utilizes Invoice Cloud (IC) to process our Municipal Services payments and this coding is being picked up incorrectly by Apple as originating from ICI, or the "Islamic Center of Irving, TX." Please be advised that neither Invoice Cloud nor the City of Huntington Beach has any association with ICI and this is an incorrect label. Invoice Cloud is working diligently to get this labeling removed. This notice will be updated once the issue has been resolved.

The City of Huntington Beach is excited to offer residents and business owners an easy and convenient method to make their water bill payment online. Please have your customer and account number available to proceed with payment. You will also be able to view an image of your most recent invoice.

Please Note: Effective 7/1/2023 a convenience fee of 2.29% will be added to all credit/debit transactions. There are no eCheck/ACH transaction fees associated with online payments.

If your payment is returned or rejected by your bank for any reason, a charge of $25 for the first occurrence and $35 for all subsequent occurrences will be assessed.

Important: To ensure compliance with the latest security standards, Invoice Cloud will disable access for Internet browsers which do not support Transport Layer Security (TLS) versions 1.1 and 1.2 beginning April 4, 2018. To continue using online payments, customers must access the service with a compatible browser after that date. If your operating system is Windows XP or Vista, the Internet Explorer browser is no longer compatible with TLS 1.1 or 1.2. Both Firefox and Chrome are compatible browsers.
