The City of Pullman is excited to offer residents an easy and convenient method to view and pay their water utility bills and miscellaneous bill payments online.


This is a fee based service. The fee for an e-check payment is $1.95. The credit/debit card fee is $3.95. Phone payments for any bill type are an additional $0.75.

For miscellaneous payments, the maximum payment is $125,000 and the fee for an e-check payment is $1.95. The credit/debit card fee is $3.00% with a minimum charge of $2.95.

Important: To ensure compliance with the latest security standards, Invoice Cloud will disable access for Internet browsers which do not support Transport Layer Security (TLS) versions 1.1 and 1.2 beginning April 4, 2018. To continue using online payments, customers must access the service with a compatible browser after that date. If your operating system is Windows XP or Vista, the Internet Explorer browser is no longer compatible with TLS 1.1 or 1.2. Both Firefox and Chrome are compatible browsers.
